Components of the Public Sector Modernization Map

The Public Sector Modernization Roadmap sets a ten-year path to build an efficient public administration capable of providing quality services to citizens with justice and integrity.

The framework contains seven main components: government services, procedures and digitalization, organizational structure and governance, policy and decision-making, human resources, legislation, and institutional culture and change management.

Detailed reports were drafted for each component with a description of the status quo and the procedures and initiatives required for modernization. These resources are published on the official Public Sector Modernization website.

Implementation is planned across three cumulative phases, so that each stage builds on the achievements of the one before it — supporting Jordan’s broader political, economic and administrative modernization paths.

The Vision for Modernization

Foundations

With the desired change to “an enabling and effective public sector that serves as a single unit for Jordan’s development and citizen well-being”, the programme relies on foundational principles that secure lasting success across every modernization hub.

Ambition

Future ambition is grounded in a deep analysis of Jordan’s public administration, its internal and external challenges, global best practice, and the outputs of the Economic Modernization Vision.

Objectives

The Vision seeks to achieve 33 strategic goals over the next 10 years under the modernization framework, delivered in three phases so each stage builds cumulatively on the one before.
